Removing gloss paint from the window sill?

Hi, I asked before and I got it all wrong. Once again, the excuses for losing time nature 2 respondents. The problem is that I have in my window bright exterior paint concrete floors. The paint is peeling and cracking and let the rain water. I wonder if you could tell me the best method to remove the gloss paint (windows are PVC, so I have to be careful). What suggest the use of the stabilization solution before painting of masonry window frames? Any other advice would be appreciated. Thanks

I tried googling and The clearest answer is this: There are a number of chemical strippers on the market. The most effective products contain methylene chloride, but due to their environmental risks, certain hardware would not be able to integrate chemical cleaners. I suggest you visit industrial paint store (not hardware) and see what we can offer. No work cleaning chemical that will need to have someone come with an abrasive jet machine. This will remove the paint and cleaning concrete. To avoid dust from the dry fly in any direction you might consider a mix of exhaustion in the water. You can also see the use of high pressure water. This is very effective but has a large amount of discharge and a lot of water around the work area. Last but not least, some contractors use water high pressure sodium bicarbonate as abrasive.
