Is Bush betraying his “Personal Responsibility” backers by giving $ to defaulted mortgate holders?

Or is he just trying to smooth over the end of his term by keeping the fallout of increasing foreclosures from hitting before the next election?

“Offering federal aid for strapped mortgage holders, President Bush is proposing to help hundreds of thousands of borrowers hard hit by the housing slump.”

Or is it just another aid-to-abusive lenders mis-named like his usual initiatives?

I find it curious that Bush comes to the aid of stressed mortgage holders (which would impact on his rich banking buddies). Yet, two years after Hurricane Katrina, tens of thousands of victims still can’t get assistance from the Bush administration.
It appears to me that the preponderance of these mortgage holders might be while, middle-and-upper-class white voters.
While most of the Hurricane Katrina victims were poor, low-incomed black non-Republicans.
