What is the best free Wav. and MP3 cutter download?

I am looking for free utility for making wav. and MP3 files smaller,since I am on Dial-UP.

Audacity. That is a recording program u can dowloand for free. Then also dowload LAME mp3 encoder, it converts audacity projects into mp3′s. What you do is download those two programs (free). Then open the audio file with Audacity. Go to preferences–> file formats, and change the bit rate to 64 (from the original 128). Then go to file, export as mp3 (or wav). If you are exporting it as mp3 a window will open and just click on the LAME program and hit open and it will convert the smaller song file and save it. This will cut the file in about 1/2 its size. I use this method to fit more songs on my phone.
