What exactly does an ice storm?

I live in Michigan and had a big ice storm are about 4 weeks. It was a little strange because the last ice storm we had everything was covered with ice. while this time HIGH (ground) glass was coated, but as the ground was wet. I mean to streets and sidewalks are not slippery and the grass was sweet. I went to the cemetery of my family that day (which is covered by forests, every tree you can think of tree-100) All were made of glass. Is bent toward the ground. Large falling branches. But the ground was wet. Lower humidity is a rarity? How was this ice broke into shape? Thanks
